Pale Oil is a tradable item in Hollow Knight: Silksong.
Use
Pale Oil can be brought to Pinmaster Plinney to upgrade Hornet's Needle.
The first Needle upgrade is completely free, while the following three require one Pale Oil each. The third upgrade also requires 
450, and the fourth requires 680.

How to Acquire
A total of three Pale Oil glands can be obtained, two of which are in The Citadel (available in Act 2) and one from the Flea Caravan in Putrified Ducts (available in Act 3).
